It is a temporary residence permit (which normally allows you to work) designed for people who have already integrated into Spain, have built ties, and have been living here continuously for a while.

General Requirements
Before going into details, make sure you meet these "basics":
Not from the EU
Neither a citizen of Switzerland or the European Economic Area.
Background
Clean criminal record in Spain and countries where you lived during the last 5 years.
Legal Status
Not being barred from entry and not currently requesting asylum.
Fees
Pay the corresponding Form 790-052 fee for the procedure.

Specific Requirements
Years in Spain
You must demonstrate continuous stay in Spain for a minimum period of two years.
