It is mandatory for Family Reunification under the General Regime and for renewals if you have changed your address.

1. What does the housing report entail?
It is a technical and social certificate. A technician (usually a social worker or a municipal architect) verifies that your home meets the standards of Law 12/2023 for the right to housing.
Basically, it confirms that your home is a dignified, safe place and equipped for the people who are going to arrive.

Which organization to go to?
Although the law is national, each region decides who does the fieldwork. 99% of the time your starting point is the Town Hall.
Catalonia
Competence of the Generalitat, but the procedure is obligatorily initiated at your Town Hall (Social Services).
Madrid
It is requested at the Town Hall of registration. Social Services or Housing areas.
Basque Country
Managed through Zuzenean or the customer service of the Town Hall itself.
